Since downloading Legend of Dead Kel I have not been able to fast travel, When do I get that back?
If by downloading you mean starting the quest and travelling to Gallows End then you won't be able to get back to the mainland until you finish Dark Harbor, but even then you can't fast travel between Gallows End and the mainland, you must use the ship. Otherwise you're able to fast-travel all over the island when you discover more locations. if you're not able to fast travel even around the mainland and you're not currently on Gallows End then that's one major bug and you should see if anyone else has had that issue (google, official forums).
