There is no "Best" in Amalur. Since equipment is, for the most part random, it all depends on what level you pick the item up. So, basically the only way to get an item at it's "best" stats, would be to pick it up when you are at max level. As for what's the "best staff", that all depends on the kind of stats you are looking for. Some staves stats are for might, others are for magic, and still there are others that would benefit finesse characters. There's no end to the possibilities that can be played out.
